Meeting Presided by:    Ron Buzil

Location:                      Navy Pier

<!--[if !supportLists]-->1)<!--[endif]-->         Previous Minutes.  The minutes of the meeting of November 19, 2005 were read and approved.

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportLists]-->2)<!--[endif]-->         Treasurer’s Report.  Dave Tarson (not present) has prepared a statement of funds which was distributed to the skippers.  The current balance in the treasury is $2,345.38.

It was decided to defer discussion of dues for 2006 until such time in the future that a clearer picture of our revenue and expenses presents itself.  Current funds should accommodate immediate foreseeable needs.

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportLists]-->3)<!--[endif]-->         Area III report. Our Area III representative, Jay Muller, was absent from the meeting, but he reports that he will continue to pursue our fleet obtaining a vote at Area III.

It was requested by Bob Vickery that Jay inquire of Area III if the 40.7 Fleet can be scored with the overall PHRF fleet seeing as the 40.7's have PHRF certificates.  This could also be for awards such as the Navy Cutlass, which is awarded to the overall PHRF winner of the Waukegan to Chicago race.

<!--[if !supportLists]-->4)<!--[endif]-->         Fleet Growth. Ron Buzil introduced Steve Pelke, skipper of BarracudaBarracuda and Bogdan Stojkowski’s Temptatikon are the two additions to the fleet this year.  There’s also scuttlebutt about a boat from Texas that may move here in 2006.

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportLists]-->5)<!--[endif]-->         2006 Schedule

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportLists]-->A.<!--[endif]-->        The six regattas comprising the Area III Buoy Boat of the Year series will be:

                        Sun.     May 28            Olympic Cup Regatta

                        Sat.      July 8               Hobleman One Design Regatta

                        Sat.      July 15 Fran Byrne Regatta

                        Sat.      Aug. 12            Kathy Zukasky Regatta

                        Sun.     Sept. 10           Frank Heyes Regatta

                        Sat.      Sept. 16           Sheldon Clark Regatta

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportLists]-->B.<!--[endif]-->         The LMSRF Best 40.7 on Lake Michigan series will be comprised of all races of the NOOD and Verve Regattas, both races of the Waukegan race weekend and four of the above listed Area III races, specifically the Olympic Cup on May 28th, the Fran Byrne on July 15th, The Kathy Zukasky on Aug. 12th, and the Frank Heyes on Sept. 10th

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportLists]-->C.<!--[endif]-->        It was voted on by the fleet that the Columbia Yacht Club/West Marine One-Design Regatta would, once again as it was last year, be a racing clinic for the 40.7 fleet and each 40.7 is authorized one “professional” (Category 2 or Category 3) sailor aboard for any or all races.  At the end of each day’s racing there will be a clinic to analyze and discuss the day’s racing.

The vote for the allowance of pros aboard for this single event was as follows:

Ayes:                Excalibur, Finesse, Vayu, Das Boot, Barracuda, Temptation.

Nays:               Cancan, La Tempete, Spanker, Collaboration, Tsunami.

Absent:             Broderi.

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportLists]-->D.<!--[endif]-->        The races comprising the Area III Long Distance Boat of the Year series will be the two races of the Waukegan race weekend and the three races of the Tri-state regatta.

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportLists]-->E.<!--[endif]-->         A complete 2006 schedule for the 40.7 Fleet is attached to these minutes.

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportLists]-->6)<!--[endif]-->         Committee Reports.

<!--[if !supportLists]-->A.<!--[endif]-->        Technical Committee (Bob Vickery).  To facilitate eliminating discrepancies in the Americap II certificates of the fleet, Bob asks that all skippers fax a copy of their most recent certificate to Jay Muller at (312) 432-4184 or email it to Jay at jmuller@muller2.com.

<!--[if !supportLists]-->B.<!--[endif]-->         Website Development (Ron Buzil).  Ron reports that after some delays in 2005 a site developer has been obtained who estimates the cost of the project at $300-500.  Peter Nielsen will assist in obtaining necessary passwords.

<!--[if !supportLists]-->C.<!--[endif]-->        Social Committee.  Bryan Hayes and Tory Enerson report that the plan for 2006 is for the fleet to host a “Kick off the Season” party, a party at the NOOD aboard a raft of 40.7's (so as to avoid conflicts with the club about using their dock), and the usual end of the season party in the fall.

<!--[if !supportLists]-->D.<!--[endif]-->        Publicity.  No report as Cate Muller was not present.

<!--[if !supportLists]-->E.<!--[endif]-->         North American Championship.  Bob Vickery reports that plans are proceeding.

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportLists]-->7)<!--[endif]-->         Rules.  Proposal by Bob Vickery to allow 1.5 ounce, or heavier, spinnakers as a 9th sail, in addition to the 8 allowed, for long distance races.  After some discussion, Clem Boltz suggested that the vote be divided into using the 1.5 oz spinnaker for the Mackinac race and for other long-distance races.  The vote was as follows:

<!--[if !supportEmptyParas]--> <!--[endif]-->

Allow a 1.5 oz. spinnaker as a 9th sail for the Mackinac Race?:

                        Aye:                 Finesse, Cancan, Collaboration, Das Boot, Vayu, Temptation, Barracuda.

                        Nay:                 Spanker, La Tempete, Tsunami

                        Absent:             Broderi

                        <!--[if supportFields]> SEQ CHAPTER \h \r 1<![endif]--><!--[if supportFields]><![endif]-->Abstain:            Excalibur (note difference from minutes published in Feb. 2006)

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportEmptyParas]--> <!--[endif]-->

Allow a 1.5 ox spinnaker as a 9th sail for other long distance races (eg., Waukegan and Tristate)

                        Aye:                 Vayu

                        Nay:                 La Tempete, Tsunami

Abstain:            Collaboration, Temptation, Barracuda, Das Boot, Finesse, Cancan, Excalibur, Spanker.

                        Absent: Broderi

<!--[if !supportEmptyParas]--> <!--[endif]-->

Result: For the Mackinac Race only, a ninth sail consisting of a 1.5 oz or heavier spinnaker will be allowed in the authorized sail inventory.

<!--[if !supportLists]-->8)<!--[endif]-->         It was further resolved by the skippers that the chairman for the Mackinac race be approached with the requirement that all 40.7's entering the race as a 40.7 one-design sign an agreement that the vessel agrees to abide by our class rules.

<!--[if !supportEmptyParas]--> <!--[endif]-->

<!--[if !supportLists]-->9)<!--[endif]-->         The meeting was adjourned.

            The next meeting will be in the fall after the 2006 racing season ends.
